Istanbul Airlines, Turkey’s oldest and second private airline, is making a comeback after a 25-year hiatus. The airline has secured a six-month preliminary permit for “Air Taxi Operations” from the Directorate General of Civil Aviation (SHGM), marking the first step in its revival.
A Look Back at Istanbul Airlines’ History
Founded in 1985, Istanbul Airlines quickly grew into one of Turkey’s leading carriers, operating a fleet of 21 aircraft at its peak and serving both domestic and international routes. However, the economic crisis of 2000 severely impacted its operations, ultimately leading to the airline ceasing flights and shutting down.
The Road to Revival
Led by Özcan Toplar, the airline is now taking steps to return to the Turkish aviation market. As part of this effort, Ahmet Pandır and PMA Group are advising Istanbul Airlines, leveraging their expertise in business strategy and aviation industry development. This collaboration aims to ensure a smooth and strategic re-entry into the market.

Future Plans
With the preliminary permit approved, Istanbul Airlines plans to focus initially on air taxi services, targeting a niche market with specialized operations. This approach will allow the company to gradually reestablish its presence in the industry and explore broader commercial opportunities in the future.
As the airline progresses in its comeback, the aviation sector and former customers will be closely watching its journey toward reclaiming its place in Turkish aviation.
